RESOLUTIONS

The National Executive Committee (NEC) of the Social Democratic Front (SDF) met in Bamenda on March 6, 2004, under the chairmanship of the National Chairman, NI John FRU NDI, to examine issues concerning the party, the national and international scenes and took the following resolutions.

I. ON THE PARTY:

  • Considering the Constitution and the Internal Regulations of the SDF;
  • Considering the resolutions of the Yaounde 1999 and the Bamenda 2001 conventions of the Party;
  • Considering previous NEC resolutions;
  • Considering the reports of the Provincial Chairpersons;
  • Considering the reports of the NEC Provincial evaluation teams;
  • Considering the partial report of the Djoumbi Sango commission on reconciliation in the West;
  • Considering the report on files from SDF-USA;
  • Considering the problems in some Council areas under SDF control;
  • Considering the state of the sales of party cards in internal and external structures of the party;
  • Considering the general laxity in the various NEC statutory commissions and other departments;
  • Considering the impending reconciliation forum of the party;

THE NATIONAL EXECUTIVE COMMITTEE:

  • Takes note of the successful reorganisation of the Electoral Districts of Upper Nkam, and of Mbouda, Yaounde IV, and Bafmen;
  • Directs the Provincial evaluation teams to complete their work as soon as possible, in order to prepare the structures for the various challenges ahead ;
  • Calls on the parliamentary group of the SDF to get involved in the resolution of the conflict between Hon. Jua and some Mayors in Boyo Division;
  • Receives the partial report of the Djoumbi Sango Commission and urges it to complete its work for final presentation during the next NEC meeting;
  • Confirms the disciplinary sanction on Mr. Jesse Nfor as decided on by the Provincial executive committee of SDF-USA; directs the provincial executive to forward the complete file of the case to the National Secretariat, without further delay;
  • Calls on the Councillors of Tubah Rural Council to conform to the provisions of law N° 74/23 of 5 December 1974, during their up-coming council session, with respect to the decision of NEC on the 1st Deputy Mayor of the Council;
  • Calls on the executive of the North West Mayors’ Association to join the NW Provincial executive committee of the SDF, to ensure the implementation of the NEC decision during the Tubah Council session;
  • Reminds all officials and members of the SDF, to meet their financial obligations towards the party by acquiring their membership cards;
  • Reminds all officials and members of the party, that the production and sale of membership cards are the exclusive domain of the National Treasurer and the National Financial Secretary;
  • Warns all officials and structures of the party against arrogating to themselves this prerogative of NEC;
  • Reminds all members and officials that statutory financial contributions are done through the purchase of membership cards, which are now fixed as follows:

• 300 FCFA for ordinary members (no star) ;
• 500 FCFA for members of Ward Executive Committees (one star) ;
• 1000 FCFA for members of Electoral District Executive Committees (two stars);
• 3000 FCFA for members of Divisional Co-ordinations (three stars) ;
• 5 000 FCFA for members of provincial executive committees (four stars) ;
• 10 000 FCFA for members of NEC and external provinces (five stars) ;
  • Calls on all NEC Commissions and other departments of the party to become fully functional, to contribute to the optimum functioning of the party;
  • Calls on the Nyo’Wakai Commission to spare no effort in ensuring that the national reconciliation forum of the party holds on schedule.

    II. ON THE NATIONAL SCENE:

    • Considering the recent masquerade organised by the Prime Minister, as consultations on NEO;
    • Considering the intoxication carried out on the field in relation to the consultations by certain Ministers of the CPDM regime;
    • Considering the general apathy in the recompilation of the electoral registers;
    • Considering the various activities of the Coalition for National Reconciliation and Reconstruction;
    • Considering the up-coming March 2004 Parliamentary session;

    THE NATIONAL EXECUTIVE COMMITTEE:

    • Denounces the bad faith and the manipulations to blackmail the SDF for participating in the consultations on NEO, through the diabolisation being orchestrated by the Government;
    • Vehemently denounces the intoxication and misinformation being carried out in the field by government Ministers, especially in the North West Province, in relation to the consultations;
    • Condemns the lightness and lack of seriousness with which MINAT/D is handling the recompilation of electoral registers, by not putting at the disposal of the administrative officials, material and financial resources for registration of voters, thus, reinforcing general apathy in the electoral process;
    • Vehemently condemns the delay in putting in place the various electoral commissions at the national level (NEO) and local levels (NEO, Divisional and Council Supervisory Commissions), thus leaving the electorate at the mercy of the administrative authorities;
    • Once more, calls on the executive committees of all the structures of the SDF to participate actively in the on-going recompilation of electoral registers :
    • by ensuring the effective presence of representatives of the SDF in all the Commissions ;
    • by mobilising militants and all citizens of voting age to register their names in the electoral register and ensure that they are each given a serial registration number, and eventually, a voter’s card ;
    • by identifying right from now, delegates and election agents, in order to give them appropriate training ;
    • by intervening regularly at the level of the administrative authorities charged with the management of the electoral process to ensure that the law is scrupulously respected;
    • by working closely with representatives of other member parties of the Coalition to carry out all these operations;
    • Notes with satisfaction, the enlargement of the Coalition to other political leaders;
    • Calls on the leaders of the Coalition to redouble their efforts, to build and strengthen the Coalition, in order to facilitate the people’s victory at the up-coming Presidential election;
    • Calls on the Parliamentary Group of the SDF, and other patriotic Members of Parliament, to ensure that the organisation of free and fair presidential election remains the main preoccupation of the March session of Parliament.

    III. ON THE INTERNATIONAL SCENE:

    • Considering the recent holding in Budapest, Hungary, of the Congress of the International Union of Socialist Youth (IUSY);
    • Considering the situation in Haiti;
    • Considering the visit of Mr. Biya to London;
    • Considering the International Women’s Day on March 8;

    THE NATIONAL EXECUTIVE COMMITTEE

    • Warmly congratulates the delegation of the SDF to the Congress of IUSY for their brilliant participation in the proceedings;
    • Warmly congratulates Hon. Audu Nsanyuy, representative of the SDF at the IUSY, for his election to the control commission of IUSY;
    • Salutes the victory of the people of Haiti and the international community, against dictatorship;
    • Invites Cameroonians and friends of Cameroon, to draw lessons from the situation in Haiti;
    • Hopes that Mr. Biya will use his visit to London to accelerate the democratisation process in Cameroon;
    • Hopes that the commemoration of the International Women’s Day on March 8 will lead to profound reflections on the state of the Woman in our societies, and her role in the building of our societies and the world of the third Millennium.

    The next NEC meeting will hold in Bamenda on April 3, 2004. The meeting of the Provincial chairpersons, NEC Commission Chairpersons and Heads of various departments of the party shall precede it on April 2.
