RESOLUTIONS

The National Executive Committee (NEC) of the Social Democratic Front (SDF) met in Bamenda on January 17, 2004, under the chairmanship of the National Chairman, NI John FRU NDI, to examine issues concerning the party, the national and international scenes and took the following resolutions.

I. ON THE PARTY:

  • Considering the Constitution and the Internal Regulations of the SDF;
  • Considering the resolutions of the Yaounde 1999 and the Bamenda 2001 conventions of the Party;
  • Considering previous NEC resolutions;
  • Considering the reports of the Provincial Chairpersons;
  • Considering the problems in certain Council areas under the control of the SDF;
  • Considering the activities of Women and Youth of the SDF;
  • Considering the need for reconciliation within the party;
  • Considering the death of some militants;

THE NATIONAL EXECUTIVE COMMITTEE:

  • Receives the financial report of Hon. Tasi Ntang on the Bamenda 2001 Convention;
  • Directs him to collect the budgetary estimates for that Convention from the National Secretariat and insert it in his report before final adoption;
  • Directs him to collect the material and equipment related to that Convention from the former Provincial Chairperson of the North West Province, Mr. Martin Yembe;
  • Receives the reports of the Provincial Chairpersons on the situation in their various structures and: • On the Littoral:
    a) takes note of the election of the 1st and 2nd Deputy Mayors of Loum Rural Council;
    b) congratulates Mme Mbatchou Julienne and Mr. Misse Ngoh for their brilliant election to these posts;
    c) confirms the auto-exclusion from the party, under section 8.2, of Mr. Fofié François, Divisional Co-ordinator of the SDF for the Wouri;
    d) warns all militants who cause confusion within the ranks of the party in order to block the efforts of the party to correct the quota of women in the various elective structures within the party;
    • On the North West: a) Takes note of the election of new Mayors in Zhoa and Fonfuka Rural Councils;
    b) Reiterates the resolution of the Yaounde Convention on the quota of women in various elective structures of the party and demands that efforts be made at all levels to respect it during elections;
    c) Congratulates the Provincial Executive Committee for the on-going reactivation of the party structures;
    d) Orders, in conformity with section 18.8 of the party constitution, the reorganisation of Mmen Electoral District;
    • On the West:
    a) warns all those animating parallel structures in Mbouda and Bafoussam rural Electoral Districts;
    b) reiterates the primacy of the Province over Electoral Districts;
    c) denounces the manipulation around the Provincial Secretariat in Bafoussam and directs the different factions to put an immediate end to their differences;
    d) creates a commission of mediation and reconciliation between Mayor Sonkin Etienne, Hon. Kwemo Pierre, Lawyer Tsapy Joseph and Mr. Deffo Sangong; the commission shall be presided over by Dr. Djoumbi Sango;
    • On the USA:
    a) Forwards documents from SDF-USA to the judicial department for study and eventual reporting to NEC;
    • Calls on all structures of the party to mobilise and prepare for the up-coming presidential election;
    • Invites them to work together with other parties of the Coalition to ensure the registration of voters and the Change anxiously awaited by the Cameroonian people;
    • Decides to hold in the coming months, a National Reconciliation Forum of the SDF in Bamenda, and invites all militants and sympathisers of the SDF to fully mobilise and co-operate for the success of the event;
    • Announces with sorrow the death of:
    • Domche Noel, assistant provincial treasurer of the Centre;
    • Tsala Dieudonné, Divisional Co-ordinator of Lekié;
    • The mother of Chief Tcatchouang Paul, Divisional Co-ordinator of Koung-Khi;
    • Extends the heartfelt condolences of the SDF to the bereaved families;
    • Invites the SDF family to pray for their souls to rest in peace.

    II. ON THE NATIONAL SCENE:

    • Considering the inadmissible hikes in the prices of electricity and gas-oil;
    • Considering the deplorable state of the registration of voters in Cameroon;
    • Considering the work of the Coalition;
    • Considering the sudden death of Mrs. Milla in a road accident;

    THE NATIONAL EXECUTIVE COMMITTEE:

    • Vehemently denounces the hikes in prices of electricity and gas-oil in Cameroon;
    • Calls on the government to take its responsibilities, to end this unwarranted persecution of the impoverished Cameroonian people;
    • Deplores the laxity and status-quo which characterises the electoral process in general, and the registration of voters in particular;
    • Notes that in law no. 92/010 of 17 September 1992 on the organisation of the presidential election, section 45 stipulates that the registration of voters comes to an end on 30th April; calls on MINAT/D to clarify national public opinion on the matter;
    • Calls on all Cameroonians to mobilise to ensure the registration of all Cameroonians of voting age;
    • Reaffirms the attachment of the SDF to the National Coalition for Reconciliation and Reconstruction of Cameroon;
    • Calls on the leaders of the Coalition to accelerate their activities to ensure that the up-coming presidential election is free, transparent and democratic;
    • Addresses to Ambassador Roger Milla, its heartfelt condolences following the sudden death of his wife.

    III. ON THE INTERNATIONAL SCENE:

    • Considering the situation in Côte d’Ivoire;
    • Considering the up-coming summit of the Socialist International and the Socialist International
    • Women in Madrid and that of IUSY in Hungary;

    THE NATIONAL EXECUTIVE COMMITTEE

    • Salutes the progressive return of peace to Côte d’Ivoire and encourages the parties in conflict to remain in this logic of peace;
    • Calls on the representatives of the SDF in IUSY and ISW to mobilise to ensure a respectable representation of the SDF at these international events.

    The next NEC meeting will hold in Bamenda on March 6, 2004. The meeting of the Provincial chairpersons, NEC Commission Chairpersons and Heads of various departments of the party shall precede it on March 5.
