RESOLUTIONS

The National Executive Committee (NEC) of the Social Democratic Front (SDF) met on September 27, 2003 in Bamenda under the chairmanship of the National Chairman, NI John FRU NDI, to discuss issues concerning the party, the national and international scenes and took the following resolutions.

ON THE PARTY :

• Considering the Constitution and Internal Regulations of the SDF ;
• Considering the resolutions of the Yaounde-1999 and the Bamenda-2001 Conventions of the party ;
• Considering previous NEC resolutions especially those of July 2002 condemning the signatories of the Bamenda Peace Pact to pay a fine;
• Considering the harmonised financial report of the 1999 Yaounde Convention;
• Considering the reports of the Provincial chairpersons concerning the activities of the structures of the party, including those abroad;
• Considering the various deaths in the SDF family;

THE NATIONAL EXECUTIVE COMMITTEE ;

• Adopts the harmonised financial report of the 5th Ordinary Convention of the party that held in Yaounde in 1999;
• Notes that the signatories of the Bamenda Peace pact have abided by the resolutions of NEC;
• Accepts their call for pardon and declares all debate on the issue closed;
• Salutes and encourages the redynamisation and reconciliation efforts within the party;
• Calls on officials of the party in the various structures to accelerate the process in order to better prepare the party for the challenges of the moment ;
• Appreciates the efforts of the structures of the party abroad, especially in the USA and Europe ; takes note of the structuring of the party in Germany and the designation of persons to lead the activities of the structures, as indicated in their resolutions of 22 June 2002 in Herne ;
• Calls on all structures of the party abroad to get into a state of maximum alert during this crucial phase of the fight for change in our country ;
• Announces with deep regret, the death of the following comrades :
a) Ngala Moses, Mayor of Misaje Rural Council ;
b) Ntenga Paul, Mayor of Zhoa rural Council ;
c) Kanouo Etienne dit CANON, Councillor in Batchamm Rural Council ;
d) Lawyer Ayangma, Legal Adviser in the Centre Provincial Executive Committee ;
e) M. Wabo, Legal Adviser, Yaonde VI Electoral District ;
f) M. Misse Misse Davide, Chairman of Bonalea Electoral District
g) Mrs Regina Mankefor, former co-ordinator of the Takumbengs in the North West, wife of the former Chairman of Bamenda Urban Council
h) Prof. Tanyi Mbuagbaw, former member of NEC ;

• Addresses the condolence and compassion of the party to the bereaved families and expresses the solidarity of the SDF family ;
• Calls on party structures directly concerned with the deaths to take all measures to pay a last dignified homage to the departed comrades and to assist their respective families ;

II. ON THE NATIONAL SCENE :

• Considering the present situation of the electoral process in Cameroon ;
• Considering the various activities of the opposition in preparation for the up-coming presidential election ;
• Considering the maintenance work envisaged for the Wouri bridge ;
• Considering the intolerable situation of contract teachers in primary and nursery education ;
• Considering the untold damage caused by the Magha disaster in Lebialem Division ;

THE NATIONAL EXECUTIVE COMMITTEE :

• Salutes the efforts of the international community, notably, the UNO, the Commonwealth, the European Union and the United States towards the improvement of the electoral process in Cameroon;
• Calls on all militants and sympathisers of the SDF and all forces of change to mobilise to support these efforts on the field ;
• Expresses joy and appreciation at the coming together of the opposition for the up-coming Presidential elections ;
• Calls on the political parties concerned to bury all differences and their egoism as a sacrifice for the suffering of the Cameroonian people ;
• Denounces the planned asphyxiation of Douala and other towns through the so-called maintenance works to start on the Wouri bridge ;
• Calls on the CPDM regime to construct another bridge over the Wouri using the colossal sums being announced for the repair works, in order not to cause more suffering to Douala that has already suffered the consequences of hazardous management, and lack of transparency and accountability by barons of the New Deal ;
• Calls on the national and international community pay attention to the contracting process for the project;
• Denounces treatment of contract teachers like slaves that do not deserve payment for their labour, at a time that the regime is making pompous announcements about growth rates of 7%;
• Understands the strike of these teachers in certain Divisions of the West Province and other places in the country ;
• Calls on the teachers to organise themselves in a Trade Union in order to better fight for their rights ;
• Invites the structures of the party all over the national territory to mobilise to raise support for the Magha landslide victims during the up-coming visit of the hierarchy of the party to the area;

III. ON THE INTERNATIONAL SCENE :

• Considering the recent meeting of the WTO in Cancun;
• Considering the situation in Côte d’Ivoire, Guinea Bissau and Iraq ;
• Considering the recent visit of Mr. Biya to China ;
• Considering the recent visits of the Secretary General to London, Paris and Bruxelles, and of the National Chairman to Cotonou ;
• Considering the recent participation of a delegation of youths of the SDF at the IUSY Festival in Greece ;
• Considering the up-coming Congress of Socialist International in Sao Paulo, Brazil;

THE NATIONAL EXECUTIVE COMMITTEE :

• Regrets the failure of the 5th WTO Ministerial Conference held in Cancun on 10-14 September 2003;
• Calls for a balanced approach towards establishing rules for international trade in order to ensure that both the industrialised and the developing countries benefit from the fruits of globalisation ;
• Once more condemns the recrudescence of violence in Côte d’Ivoire, and calls on the parties in conflict to give dialogue and peace a chance;
• Condemns the coup d’état that took place in Guinea Bissau, and which is slowly becoming a common practice in Africa ;
• Salutes all the efforts being made to bring peace back to Iraq;
• Notes with shame Mr. Biya’s promise in China, for the umpteenth time in 21 years, to carry out big projects in Cameroon “in the coming years”;
• Notes that in 21 years, unlike Mr. Ahidjo who connected the North to the South with the railway, built the Bonaberi and Ebebda bridges and thousands football stadiums and thousands of kilometres of tarred roads among others, Mr. Biya cannot boast of any “big” project that has lessened the suffering of the people and brought prosperity to the country;
• Warns him that if this is indeed an announcement of his candidature for the up-coming presidential elections, he will face a united opposition that will no longer tolerate elections in which his appointees in the field cast votes for him, on behalf of the electorate;
• Congratulates the National Chairman for his recent participation at the meeting of the Africa Committee of the Socialist International in Cotonou;
• Congratulates the Secretary General for his participation at the 717th Wilton Park Conference in London on “Elections and Accountability in Africa” ;
• Congratulates the youths of the SDF for their participation at the recent IUSY Festival in Greece ;
• Encourages the hierarchy of the party to make the up-coming Congress of Socialist International in Sao Paulo Brazil in October, a special occasion at which many militants of the party participate.

The next NEC meeting will hold on December 13, 2003. It will be preceded on Friday December 12, 2003 by the Chairpersons’ and Head of Departments’ meeting.
