NEC Resolutions May 10, 2003
The National Executive Committee (NEC) of the Social Democratic Front (SDF) met in Bamenda on 10th May 2003 under the Chairmanship of the National Chairman, NI John FRU NDI to examine issues concerning the party, the national and international scenes and took the following resolutions:
I. ON THE PARTY:
Considering the Constitution and the Internal Regulations of the SDF;
Considering the resolutions of the Yaounde 1999 and the Bamenda 2001 Conventions of the Party;
Considering the resolutions of previous NEC meetings;
Considering in particular, the decision of the NEC meeting of 8th February 2003 on the elective convention of the SDF;
Considering the various court cases in which the party is engaged throughout the national territory;
Considering the question of the reimbursement of the cautions for the Municipal and Legislative elections of June 2003;
Considering the reports of NEC Commissions on SDF-France, Littoral/South West Provinces and the West/North West Provinces;
Considering the changes that have occurred in the
leadership of the party in the North West Province;
Considering the up-coming 26th May Anniversary of the Party;
Considering recent deaths in the party;
THE NATIONAL EXECUTIVE COMMITTEE:
Announces the postponement of the elective Convention of the arty to after the up-coming Presidential elections in Cameroon;
ongratulates the legal department of the party for the wonderful work done so far in the defence of the party and its militants in the various courts in the country;
- Considers the case between SNEC and the Mayor of Muyuka and others as a ploy by the CPDM regime to manipulate the judiciary against militants of the SDF;
- Appeals to the conscience of the judges concerned not to be influenced by political considerations;
- Calls on all the lawyers of the SDF in the South West Province to appear for the case to defend our militants;
- Thanks and congratulates Chief Tchatchouang for his material and financial contributions to the SDF Youths arrested in Bandjoun during the twin elections of June 30, 2002 and presently appearing in court in Bafoussam;
- Directs the National Treasurer of the party, in collaboration with the representative of the various lists of the party, to collect the cautions, recover the caution from the field;
- Calls on all militants of the party who may have collected such caution to immediately pay them to the National Treasurer, failing which, legal action will be taken against them;
- Takes note of the Provincial Executive Committee of SDF-France elected on 19 April 2003 in Paris;
- Congratulates the Poufong Commission for a job well done;
- Congratulates comrade Tchakote Jean Paul and his team for their brilliant election to the executive committee, and encourages them to intensify their efforts in implanting the party in France;
- Takes note of the Coordination teams put in place by the Asonganyi Commission to run the affairs of the structures of the Party in Wouri Division and the Littoral Province;
- Directs the Commission to accelerate their work to prepare the field for future challenges;
- Hands over the organisation and supervision of the elective conference of the Bafoussam Urban electoral District to the Ngwasiri Commission for the West/North West;
- Directs the Commission to ensure the reconciliation of militants in the said Electoral District;
- Declares null and void the letter of the Vice Provincial Chairman of the West to the SDO of Mifi and CRTV Bafoussam concerning the Bafoussam Urban Electoral District;
- In conformity with section 15.b.5 of the constitution of the party, warns against unauthorised publicising of the internal problems of the party;
- Takes note of the election of Mr. Kum Henry as the Provincial Chairman of the North West Province, in replacement of Mr. Yembe Martin who resigned from the post;
- Accepts his request to examine some of the problems that have plagued the province recently, while reminding him of the provisions (section 11.g) of the Internal Rules of the party on the reopening of debates already closed in NEC;
- Calls on all militants and sympathisers of the party to mobilise massively to celebrate with pomp, the 13th anniversary of the party on 26th May 2003;
- Announces with regret and compassion the death of the Patriarch, Dr. Martin Ngeka Luma, former National vice-Chairperson of the SDF and of Comrade Jerome Gwellem, a renowned journalist;
- Extends to the bereaved families the heartfelt condolences of NEC, the National Chairman and all militants and sympathisers of the SDF;
- Calls on the local and Provincial leaders of the SDF as well as all the militants of the SDF to mobilise to give the fallen comrades a befitting burial;
II. ON THE NATIONAL SCENE:
Considering the recent declarations of Minister Marafat Hamidou Yaya on the computerisation of electoral registers;
Considering the repeated road accidents that continue to increase the risk of dying on the road in Cameroon;
Considering the up-coming 20th May celebrations;
THE NATIONAL EXECUTIVE COMMITTEE:
Once more vehemently condemns the apartheid practised in Cameroon in the registration of voters;
Once more denounces the deceitful attitude of the CPDM regime which is presently announcing only a selected computerisation of the electoral lists for experimental purposes;
Vehemently denounces this manoeuvre which presents Cameroon to the international community as a country incapable of mastering modern technology;
Considers this as another ploy of the regime to prepare civil strife in our country by confiscating the electoral process and violating the fundamental rights of the citizens, like it is the case in most of our neighbouring countries;
Invites the CPDM government, especially the Minister of Transport to pay more attention to the mechanical state of the national automobile pool and the efficient maintenance and modernisation of the national road network;
Calls on the Ministry of transport to take vehicle inspection seriously, and put off the road, vehicles that are not road worthy;
Calls on donor agencies that contribute to roads construction in Cameroon to ensure that the roads they contribute to build in Cameroon, reflect international norms;
Calls on the government and such donors to build an international highway between Douala the economic capital and Yaounde;
Vehemently condemns the generalised corruption that has led to the trivialising of the procedure for obtaining driving licences and other vehicle documents in the country;
Vehemently condemns the bad construction works going on several roads that will result only in death traps, especially the Bamenda - Wum road presently under construction, as well as the so-called ring road presently in disrepair;
Invites militants and sympathisers of the SDF to massively turn out on 20th May under the symbol of mourning the death of the electoral process and Democracy;
III. ON THE INTERNATIONAL SCENE:
Considering the situation in Cτte d'Ivoire and the CAR;
Considering the situation in Iraq;
Considering the recent Presidential elections in Nigeria;
Considering the up-coming IUSY festival in Greece;
THE NATIONAL EXECUTIVE COMMITTEE:
Salutes the peace efforts in Cτte d'Ivoire and CAR and calls on the
brotherly people in these countries to burry the hatchet;
Salutes the quick end of the war in Iraq;
Calls on the international community to help in the quick
reconstruction of Iraq;
Calls on the international community to urgently take measures to
allow the Iraqis to enjoy their national sovereignty;
Congratulates President Olusegun Obasanjo for his brilliant re-
election to the Supreme Magistracy of his country;
Invites the Youths of the SDF to mobilise to join other delegations
from other countries at the Youth jamboree in Greece to mark the
solidarity and compassion of Social Democrats.
The next meeting of the National Executive Committee will hold on 5th July 2003.
