The National Executive Committee (NEC) of the Social Democratic Front (SDF) met in Bamenda on 26th and 27th October 2002 under the Chairmanship of the National Chairman, NI John FRU NDI to examine issues concerning the party and the national and international scenes and took the following resolutions:

I. ON THE PARTY:

• Considering the Constitution and the Internal Regulations of the SDF;
• Considering the resolutions of the Yaoundé - 1999 and the Bamenda - 2001 Conventions of the Party;
• Considering the resolutions of previous NEC meetings;
• Considering the activities of the “Socialist Women Forums”; ;
• Considering the extended reports of the Provincial Chairpersons on the twin elections of 30th June and the by-elections of 15th September 2002; ;
• Considering the recent tour of the National Chairman in the UK, Belgium, Germany and France ;

THE NATIONAL EXECUTIVE COMMITTEE:

• Directs the “Socialist Women Forums” to work within the structures of the party;
• Once more congratulates militants and sympathisers of the SDF, and indeed, all Cameroonian voters for the successful and unsuccessful efforts they made to cast their vote for the SDF lists during the twin elections;
• Re-iterates the faith of the SDF in the ballot box as the only civilised channel for the expression of the will of the sovereign people;
• Expresses great concern at the gross disrespect of this sovereignty by the Biya regime;
• Views with great concern, impunity in electoral matters, which is becoming established as a culture by the regime;
• Directs the Legal Advisers of the party to institute legal action against D.O.s, S.D.O.s and all other persons who have been breaking what are supposed to be the electoral laws with all impunity;
• Directs the Secretary General of the party to send an official letter to the Secretary General of the CPDM to invite his party to another round of CPDM/SDF talks, like the one in 1997/98, to seek avenues to perfect the electoral system in Cameroon;
• Takes note of the loss of membership of the following militants, under section 8.2 of the party constitution, as decided by their structures:
• Ndzie Joseph, President, Yaoundé VI Electoral District,
• Kwanga Samuel Nkan, President of Bum Electoral District; • Decides to suspend the membership of the following members of the party for investigation:
• Tchapon François, President, Douala III.2 Electoral District,
• Tambou Etienne, Representative of the SDF Municipal list in Mbouda,
• Lamago Albert, alternate parliamentary candidate for Babadjou Electoral District;
• Sindze David, Divisional Co-ordinator, Mifi,
• Noumba Serge, out-going MP, Mifi,
• Komokcheua Isaac, President, Yaoundé II Electoral District;
• Directs the various NEC Commissions to work as a co-ordinated team to ensure permanent rapid rebuttals and the articulation of the policies and programmes of the party;
• Directs especially the Secretariat for Education & Training to be more present in the field within the structures of the party;
• Directs the Communication Secretariat of the Party to be more vigorous and dynamic in the communication of the positions of the party on issues of public interest;
• Once more calls on members of the SDF not only to be versed in values of social democracy like solidarity, social justice, compassion, decency, equality of opportunity but to actually live them;
• Decides to send teams to the field to listen to the base of the party;
• Thanks and congratulates militants and sympathiser of the Party in the UK, Belgium, Germany and France for their hospitality during the Chairman’s contact tour ;
• Urges them in the Diaspora to redouble their efforts not only in building and strengthening the structures of the party in their countries of residence but also in sensitising international public opinion on the stalled democratisation process in Cameroon;

II. ON THE NATIONAL SCENE:

• Considering the frustration and total disillusionment caused by a failed electoral system;
• Considering the absence of small change in coins (CFA 1, 2, 5, 10, 25, 50, 100 and 500) and paper (CFA 500, 1000, 2000) in the society;
• Considering the long absence of the Head of State from the country;

THE NATIONAL EXECUTIVE COMMITTEE:

• Expresses its appreciation at the enormous sacrifices Cameroonians have made during the last twelve years in the hope that things will get better in our country;
• Is aware that the people are looking up to the Opposition to come up with a way out of the mess in which our country finds itself;
• Therefore reminds leaders of the Opposition that a strong and united Opposition will be more effective in serving the interest of the nation;
• Reminds Cameroonians that there is no alternative to summoning our last strength to push forward the struggle;
• Affirms that it is our historic duty to ensure that the yoke of the one-party system is never imposed on our country again;
• Calls on the Cameroonian people neither to resign themselves to their frustrations and anxieties, nor loose interest in politics as this would be an acceptance of Biya’s mockery of Cameroon and its people;
• Is convinced that a little more effort and patriotism will be a good price for each Cameroonian to pay for our liberties and the liberties of posterity; • Regrets that the present fear and resignation of the people is misinterpreted as “security” and “peace” by the regime, in spite of the seeds of indignation and outrage that have been sown by the regime, that will surely stir the nation tomorrow;
• Reminds Cameroon Civil Society that this is the Century of Civil Society, judging from achievements of international Civil Society with respect to the Bretton Woods Institutions, Globalisation, World Trade, and the role demanded of it in the HIPC programme, NEPAD, the ACP/EU Cotonou Accord, etc.;
• Regrets that the undemocratic laws in place in Cameroon do not allow the emergence of a strong Civil Society to play the new role demanded of it;
• Challenges Civil Society to overcome these obstacles and play their historic role of fighting for the rights of citizens;
• Condemns the absence of small change in coins and paper in our society;
• Vehemently condemns the conspiracy of the Central and Commercial Banks to unilaterally withdraw such small change from circulation;
• Notes that the withdrawal disrupts commercial exchanges of the public, causes unnecessary inflation and daily financial and time losses in commercial exchanges;
• Condemns Corporations like SONEL, SNEC, CAMTEL, etc., which exploit the consumer by fixing consumption costs in these currency units that are not in circulation;
• Condemns the serious failure of the government in the management of this deplorable situation;
• Vehemently condemns the long absence of Mr. Biya from Cameroon;
• Considers over 50 days of absence without justification to the nation as total abandonment of the post of President of the Republic;
• Regrets that this vacuum is created when the sovereignty of the nation is threatened;
• Considers the sovereignty of the people and national sovereignty as issues of equal importance to the nation;
• Compares this lack of consideration for the sovereignty of the nation to his well known lack of consideration for the sovereignty of the Cameroonian people who have been repeatedly refused the possibility to exercise it at elections;
• Decides to publish a special press release on this insult to the nation;

III. ON THE INTERNATIONAL SCENE:

• Considering the participation of the National Chairman at the recent Labour Party Convention in the UK and his subsequent contacts in Europe;
• Considering the ruling of the International Court of Justice on Bakassi;
• Considering Nigeria’s declared refusal of the verdict;
• Considering the instability of elected governments in Africa;
• Considering the increase in violence around the world;
• Considering the recent Presidential elections in Brazil;

THE NATIONAL EXECUTIVE COMMITTEE:

• Expresses our gratitude to the Labour Party of the UK for once more not only inviting the SDF but also making it possible for its representative to attend the Convention ;
• Thanks the Convention Organising Committee and other officials of the Labour Party for the warm reception and the opportunity provided us to share views with officials of other sister parties invited to the Convention ;
• Expresses our gratitude to the Foreign and Commonwealth Office for the opportunity given the National Chairman to extend his contacts, not only to their Department but also to some International Organisations ;
• Further expresses gratitude to all personalities the National Chairman met and exchanged views with in Government Departments and International Organisations in the UK, Belgium, Germany and France;
• Welcomes with great joy and relief, the decision of the International Court of Justice in favour of Cameroon over the Bakassi peninsula;
• Reiterates our respect for international law and its vindication of Cameroon’s right over its territory; • Once more reiterates that the rule of law at the international and national levels is most appropriate for settling disputes and for ensuring that national and world affairs are conducted in transparent and fair manner;
• Regrets that Nigeria that made a pledge to respect the ruling has reneged on the pledge;
• Urges the continued use of the UN system for the resolution of the conflict;
• Consequently, calls on the Cameroonian authorities to take the case of the occupation of Cameroonian territory by Nigeria to the Security Council;
• Vehemently condemns the general instability of governments, as evidenced by the military rebellions in Côte d'Ivoire and the Central African Republic;
• Reiterates the SDF’s believe that it is the absence of free and fair elections and the tribalisation of politics and institutions of the state that lead to the instability of elected governments in Africa;
• Calls for a Universal Declaration of Democratic Elections for emerging democracies, like is the case with the Universal Declaration of Human Rights;
• Vehemently condemns the recent acts of terrorism in Indonesia, Philippine, Russia, the USA, Jordan, Israel, Palestine, etc.;
• Once more reaffirms our trust in dialogue, social justice and the respect of the dignity of Man as the best approach for the resolution of conflicts around the world;
• Congratulates the Brazilian people for their democratic maturity which once more saw alternation of power through the ballot box;
• Warmly congratulates President-elect Luis Inacio Lula Da Silva for his brilliant victory at the election.

The next NEC meeting will hold on 14th December 2002.
