RESOLUTIONS

The National Executive Committee (NEC) of the Social Democratic Front (SDF) met in Bamenda on 9th February 2002 under the Chairmanship of the National Chairman, NI John FRU NDI to examine issues concerning the party, the national and international scenes and took the following resolutions:

I. ON THE PARTY:
  • Considering the Constitution and the Internal Regulations of the SDF;
  • Considering the resolutions of the Yaounde 1999 Convention of the Party;
  • Considering the resolutions of previous NEC meetings;
  • Considering the reports of the National Organising Secretariat on elections in various structures of the party;
  • Considering the request for clemency from certain former members of the party;
  • Considering the scandal of drug trafficking by Hon. Mongkuo Ngupepong Lawrence, SDF MP for Bamboutos in the National Assembly;
  • Considering the disciplinary sanctions taken by certain structures of the party;
  • Considering the report of the Finance Commission on the execution of the 2001/2002 budget of the Party;
  • Considering the on-going provincial tours of the National Chairman;
  • Considering the SDF/Jean Jaurès seminar on “management of political parties” held in Douala on 9th and 10th January 2002;
  • Considering the up-coming regional meeting of the International Socialist Women in Abidjan on 23rd February 2002, on the theme “Women, Politics and Development”;
  • Considering the imminent national elections;
  • Considering the death of Comrade Kounchie Victor, Chairman of Bayangam Electoral District;
THE NATIONAL EXECUTIVE COMMITTEE:
  • Confirms the executive committees voted at the elective conferences of Douala 3(1), Douala 3(2), Douala 5(1) Electoral Districts and the Littoral and South Provinces;
  • Warns Hon. Longtchi Abenicot and all other elected officials or militants of the party against the installation and animation of parallel structures that compete with and weaken recognised structures of the party;
  • Decides:  to rehabilitate the following former members of the party:
    1. Tchoutezo Pierre;
    2. Charlie Tchikanda;
    3. Dang Amidou;
    4. Fezeu Gaston;
    5. Wikouoneyi Emmanuel;
    6. Garba Angela;
    7. Awasum Nji Paul;
    8. Kemadjou Jules;
    9. Bolinwes à Rymis;
    10. Less Charles;
    11. Nya Stephen;
    12. Ogah Augustin;
     to readmit the following comrades: Mobi Emmanuel;
  • Confirms the auto-exclusion from the SDF of Hon. Mongkuo Ngupepong Lawrence, in application of Section 8.2 of the Constitution;
  • Calls on the National Assembly to remove his Parliamentary immunity;
  • Vehemently condemns the cultivation, trafficking and use of drugs; an issue the SDF has been campaigning against during the tours of the National Chairman;
  • Demands that exemplary punishment be meted out on all persons guilty of drug trafficking and who use their social positions to protect themselves and their families from the law;
  • Creates an ad-hoc commission to examine the issues surrounding the application of Section 8.2 of the Constitution of the party on Hon. Kwemo Pierre, MP and Divisional Coordinator of Upper Nkam and other militants by the Provincial Executive Committee of the West; the commission is composed of:
    1. Maidadi Saidou Yaya, 1st Vice National Chairman (President);
    2. Mrs Mengue Balla, 3rd Vice National Chairperson (member);
    3. Dr. Djoumbi Sango, 5th Vice National Chairman (member);
    4. Mrs. Joe Bakai Gertrude, Assistant National Organising Secretary (member);
    5. Mr. Moukoury Moulema, Provincial Chairman of the Littoral (member);
  • Directs all structures of the party in Upper Nkam Division (Wards, Electoral Districts and Divisional Coordination) to continue functioning as usual, until NEC takes a final decision following the report of this commission;
  • Declares null and void the decisions of a so-called “extraordinary disciplinary commission” of 23 January 2002 in Douala 3(1) Electoral District;
  • Warns all militants and Organs of the Party against the abusive use of Section 8.2 of the Constitution for personal ends;
  • Creates an ad-hoc commission to examine the complaint of Hon. Akonteh Andrew on certain issues published in the press about him; the commission is made up of:
    1. Hon. Keyanfe Jean Robert (President);
    2. Hon. Jua Paulinus (member);
    3. Me Tsapy Joseph Lavoisier (member);
    4. MoChiggle Vaniganssen (member);
    5. Dr. Leolin Nja-Kwa (member);
  • Adopts the amended report of the Finance Committee on the execution of the budget adopted at the Bamenda-2001 Convention;
  • Warmly congratulates the National Chairman for the overwhelming success of his Provincial tours of the Centre, South, Littoral and parts of the South West;
  • Vehemently condemns the barbaric acts of tribal colouring perpetrated against the National Chairman during the tours in the South and Centre Provinces;
  • Considers these acts of another age as ample proof of the hypocrisy in the speeches of the New Deal regime on national unity and national integration;
  • Warmly congratulates militants and sympathisers of the party for the quality of the hospitality and mobilisation during this tour;
  • Calls on the militants and sympathiser of the party in the South West to mobilise to ensure that the tour ends triumphantly;
  • Thanks and congratulates the Jean Jaurès Foundation and the Department of Education and Training of the party for the success of the Seminar of 9th and 10th January in Douala;
  • Encourages SDF Women to attend in their numbers, the regional meeting of International Socialist Women in Abidjan;
  • Designates, in conformity with the resolutions of NEC of 8th July 2001 and 5th August 2001, members of NEC for the various Provincial Commissions for election primaries in the Party as follows:
    1. Littoral : Mme Mengue Balla (President), Hon. Yoyo Emmanuel (Rapporteur), Hon. Tsomelou Jean (member) ;
    2. South West : Dr. Djoumbi Sango (President), Mme Augustina Ndome (Rapporteur), Ngemasong Sylvester (member) ;
    3. West: Chief Alexander Taku (President), MoChiggle Vaniganssen (rapporteur), Nanda Henri (member) ;
    4. North-West : Pr. T. Asonganyi (President), Louis Nchotu (rapporteur), Mme Kambiwa Chantal (member) ;
    5. Center: Maidadi Saidou Yaya (President), Tsapy Joseph Lavoisier (rapporteur), Jua Paulinus (member), Mme Odette Ngatom (member) ;
    6. South: Hon. Tchatchouang Paul (President), Hotou Clébert (rapporteur), Tchokongoe Emmanuel (member) ;
    7. East: Hon. Moukouri Manga Bell (President), Hon. Tadonkeng Maurice (rapporteur), Hon. Zamcho Clement (member), Pr. Kofele Kale (member) ;
    8. Adamawa: Hon. Mbah Ndam (President), Pr. Ngwasiri Clement (Rapporteur), Mallam Musa Ngu (member), Hon. Kadji Patrice (member) ;
    9. North: Hon. Keyanfe Jean Robert (President), Yudom Joseph Ivo (rapporteur), Hon. Tasi Ntang Lucas (member) ;
    10. Far North: Hon. Awudu Mbaya (president), Bornu Hakassou (rapporteur), Hon. Kwemo Pierre (member) ;
  • Directs all the teams to start work in the field without further delay;
  • Announces with regret and profound compassion, the death of Comrade Kounchie Victor, Chairman of Bayangam Electoral District in Koung-Khi Division;
  • Calls on all structures of the party in this Division to mobilise and give him a dignified burial;
II. ON THE NATIONAL SCENE:
  • Considering the activities of ONEL on the field;
  • Considering the timidity with which registration of voters is going on in the field;
  • Considering the performance of The Indomitable Lions in the recent CAN Football competition;
  • Considering the death of Hon. Solomon Tandeng Muna;
THE NATIONAL EXECUTIVE COMMITTEE:
  • Once more denounces ONEL as a toothless bulldog put in place to mask electoral fraud;
  • Calls on national and international opinion to take note of the disparities in the declarations of members of ONEL across the country;
  • Denounces the silence of the Supreme Court on the SDF demand for the annulment of Presidential Decree no. 2001/309 of 10 October 2001 appointing members of ONEL;
  • Calls on all the structures of the party to maintain maximum alertness with regards to registration in electoral registers and the fight against electoral fraud;
  • Reiterates the SDF demand for the use of transparent ballot boxes during future elections;
  • Wishes Cameroonians Youths a Happy Youth Day and calls on them to continue to work hard to stay away from drugs, join the fight against HIV/AIDS and fend for themselves to fight the poverty and deprivation caused by the CPDM regime;
  • Congratulates the Indomitable Lions for the marvelous job they have accomplished for the promotion of the image of Cameroon;
  • Draws attention to the fact that the brilliant achievements of the Lions are due to the presence of a level playing field for all the participants, good football rules respected by all, good referees that oversee the strict respect of the rules by all and the determination of the Team to win;
  • Insists that the emulation of such performance in all other domains of society depends on equality of opportunity for all, equality of all participants under the law and neutral arbiters to ensure fairness and respect of the rules in place;
  • Warns against any attempts at the political recuperation of these fantastic achievements of the Lions;
  • Notes with regret, the passing away of Hon. Solomon Tandeng Muna,
  • Sends the condolence of the SDF family to the Muna family;
  • Thanks the National Chairman of the SDF for the huge and successful ceremony he organised in the Muna compound in Ngem-Mboh on 8th February 2002 to mark the death;
III. ON THE INTERNATIONAL SCENE:
  • Considering the African Nations Cup organised in Mali;
THE NATIONAL EXECUTIVE COMMITTEE:
  • Warmly congratulates President Alpha Oumar Konaré and all the Malian people for their successful hosting of CAN-2002 football jamboree;
  • Warmly congratulates all the brotherly nations that took part in the competition;
  • Warmly congratulates President Issa Hayatou and the African Football Confederation for the successful organisation of CAN-2002;
  • Is confident that such encounters build love, brotherliness and the urge for continental unity among African peoples.

The next meeting of the National Executive Committee will hold on 23rd March 2002 in Bamenda. It will be enlarged to Mayors and Members of Parliament.
