RESOLUTIONS

The National Executive Committee (NEC) of the Social Democratic Front (SDF) met in Bamenda on 9th December 2000 under the Chairmanship of the National Chairman, NI John FRU NDI to examine issues concerning the party, the national and international scenes and took the following resolutions:

ON THE PARTY:

  • Considering the Constitution and the Internal Regulations of the SDF;
  • Considering the resolutions of the Yaounde 1999 Convention of the Party;
  • Considering the resolutions of previous NEC meetings;
  • Considering the political situation in the field, especially in Bui, Bafang, Garoua and Yaounde in particular and in the Centre Province in general;
  • Considering the report of the Provincial Co-ordination in France;
  • Considering the renewal of the Executive Committee of the SDF in Belgium;
  • Considering the increasing incidents of indiscipline in the various structures of the SDF;
  • Considering the various reflection commissions put in place at the last NEC meeting;

THE NATIONAL EXECUTIVE COMMITTEE:

  • Notes with satisfaction, the progress made by the Chairman in his efforts to reconcile the Party in Bui Division;
  • Mandates the Parliamentary Group of the SDF to complete this reconciliation by addressing the issue of violence on some elected representatives of the Party;
  • Directs the National Organising Secretary to investigate the problems in Haut-Nkam Division and resolve them;
  • Directs the financial department of the Party to make provisions for the printing of party materials for the northern structures of the party as soon as possible;
  • Takes note of the report of the 1st Vice National Chairman following his visit to the structures of the party in Yaounde and his recommendations. Consequently:
    • Once more confirms the results of the elections during the various Electoral District Conferences in Yaounde;
    • Directs the various Executive Committees so elected to immediately start redynamisation activities and the promotion of the democratic culture in their respective structures;
    • Suspends all disciplinary procedures in the structures related to the elections;
  • Denounces the harassment, arbitrary arrest and detention of SDF militants in the Centre Province in general and in Mfoundi in particular;
  • Denounces the retrogressive efforts of administrative authorities to make the Centre and South Provinces reserved territory for the CPDM, thus confirming the tribalisation of the body politics of Cameroon carefully nurtured and promoted by the regime;
  • Receives the report of the Disciplinary Committee set up in France and confirm that they are in conformity with the provisions of the Constitution of the Party;
  • Takes note of the renewal of the SDF structure in Belgium;
  • Decides to make the SDF structure in Belgium one of the external Provinces of the Party;
  • Notes with regret, the increase of indiscipline and in-fighting in the various party structures;
  • Directs officials and members of the Party at all levels to respect the provisions of the Constitution and Internal Regulations of the Party;
  • Once more directs NEC members to ensure close collaboration with the Provincial authorities of the Party during the exercise of their functions in the field and to treat them with due respect;
  • Mandates a NEC Team, led by the Secretary General to immediately proceed to the various structures of the Party to give political education to the militants and officials in order resolve the problems of indiscipline. The Team is made up of:
    • The National Secretary for Education and Propaganda;
    • The National Organising Secretary;
    • The Chair, Political and Constitutional Affairs Commission;
    • The Chair, Councils Commission;
  • Takes note of the successful organisation of various training seminars within the party;
  • Thanks the Friedrich Ebert Foundation (Germany), The Jean Jaurès Foundation (France) and The Labour Party of Great Britain for their collaboration in this domain;
  • Creates an inter-departmental commission to evaluate the training done so far and to propose procedures for the organisation of such seminars within the Party;
  • Once more reaffirms dialogue and auto-criticism as the best approach to resolving conflicts within the party;
  • Takes not of the report of the NGWASIRI Commission charged with proposing modalities for the selection of candidates for local and national elections and the TADONKENG Commission charged with making proposals for the organisation of Party Convention and asks them to continue with the work;

ON THE NATIONAL SCENE:

  • Considering the struggle of the Parliamentary Group of the SDF and other opposition parties represented in Parliament for the creation of an Independent National Electoral Commission;
  • Considering the various resolutions, declarations and other Communiqués issued in the past by the SDF and other opposition parties on the necessity for an Independent Electoral Commission in Cameroon;
  • Considering the reports of various International elections Observer groups whose conclusions express the same need for an Independent Electoral Commission in Cameroon;
  • Considering the creation of a National Observatory for Elections (NEO) by the CPDM regime;
  • Considering the provisions of Section 9.3 of the Party Constitution;
  • Considering the interview of His Eminence Cardinal TUMI in JAE No. 317 of 2 – 15 October 2000;
  • Considering the postponement of Municipal elections in Cameroon;
  • Considering the election of Patrick MBOMA as best African Footballer of the Year 2000;
  • Considering the creation by government of BONDS for the payment of part of the internal debt of Cameroon;
  • Considering the recent publication of a statute for teachers in Cameroon;
  • Considering the qualification of Cameroon for the Highly Indebted Poor Countries (HIPC) initiative;
  • Considering the recent crash of the Presidential Helicopter and Cameroon Airlines Boeing 747 Combi;
  • Considering the difficulties faced by Cameroonians in the establishment of the new, computerised National Identity Cards;

THE NATIONAL EXECUTIVE COMMITTEE:

  • Notes with satisfaction, the marvellous job done during the recent November 2000 Parliamentary Session by the Parliamentary Group of the SDF to ask for the creation of an Independent Electoral Commission and congratulates them for it;
  • Warmly congratulates the other Parliamentary opposition parties, namely UDC, MLDC, MDR and UPC for the joint action in this domain;
  • Encourages them to continue such joint actions which greatly boost the image of the opposition in Cameroon;
  • Denounces the creation of NEO as a diversion and senseless procrastination of the BIYA regime;
  • Considers this structure created in violation of Section 48 of the Constitution of Cameroon as another ancillary organ of the CPDM which cannot guarantee free, fair, transparent and credible elections;
  • Consequently:
    • Invites the Parliamentary Group of the SDF and other friendly opposition parties to intensify the fight for the creation of an Independent Electoral Commission in Cameroon;
    • Directs militants and sympathisers of the SDF to join the Members of Parliament in this noble struggle;
    • Puts all the structures of the Party at all levels in a state of permanent alert;
    • Invites sister parties of the opposition, Civil Society and all patriotic forces to actively participate in this non-violent, patriotic fight in order to put an end to the suffering of the Cameroonian people;
    • Calls on the structures of the SDF abroad to get fully involved in this struggle through the organisation of simultaneous actions at the Cameroon Embassies in their host Countries;
  • Decides, in application of Section 9.3 of the Constitution of the Party, to establish in Yaounde, the national capital, a residence and offices for the National Chairman;
  • Denounces the cowardly and disrespectful attacks of the CPDM regime against His Eminence Cardinal TUMI following his interview that was published in JAE;
  • Calls on the national and international communities to take note of this heightening of intolerance and barbarism of a regime that has no respect for the people, no matter their standing in the society, as well as Religious Authorities;
  • Notes with regret, the unilateral postponement of Municipal Elections by the CPDM regime;
  • Considers this postponement to be in violation of Section 15.4 of the Constitution of Cameroon and Paragraph I of Law No. 92/002 of 14th August 1992;
  • Denounces the circulation of BONDS given to public servants as a masquerade of the regime which pretends to pay part of its internal debt with non-existent funds;
  • Demands that a stop should be put to this gigantic smokescreen and an appropriate mechanism put in place for the payment of the arrears of public servants;
  • Salutes the elections of Patrick MBOMA as the best African footballer for the Year 2000 as a consecration of merit;
  • Is proud that the four best African footballers for the Year 2000 are Cameroonians;
  • Invites the Cameroonian youths to copy this excellent examples;
  • Denounces the publication of the statute of teachers without an accompanying application decree as another diversion of the regime;
  • Calls on the teachers to remain vigilant in order to counter such manoeuvres;
  • Notes with shame that the CPDM considers the disgraceful admission of our country to the HIPC initiative as a source of pride;
  • Regrets the crash of the Presidential Helicopter in Tchadian territory and the mystery with which the regime treats the event;
  • Demands that the CPDM regime clarifies national opinion on this issue;
  • Regrets the accident of the Cameroon Airlines Boeing 747 Combi in Paris;
  • Congratulates the crew for their show of professionalism;
  • Hopes that this unfortunate accident will not provide the regime with a long sought pretext to auction the Combi;
  • Regrets that the establishment of the computerised national identity cards is being used by the regime to exploit Cameroonians and prevent them from enjoying their pursuit of their civic rights;
  • Demands that the government puts an end to this shameful exploitation by subsidising the establishment of the Identity Cards;

ON THE INTERNATIONAL SCENE:

  • Considering the Presidential elections in Côte d’Ivoire;
  • Considering the recent meeting of the Africa Committee of the International Socialist (IS) in Maputo on 10 – 11 November 2000;

THE NATIONAL EXECUTIVE COMMITTEE:

  • Congratulates President Laurent GBAGBO for his brilliant election as President of Côte d’Ivoire;
  • Salutes this victory of President GBAGBO as the victory of the Ivorian people in particular and all Africans in general over autocratic governance;
  • Calls on the Cameroonian people to draw all the lessons from the experiences from the sister people of Côte d’Ivoire;
  • Takes note of the resolutions taken at the recent meeting of the Africa Committee of IS held in Maputo.
The next meeting of the National Executive Committee will hold in Yaounde on 6th January 2001. It will be enlarged to Mayors and Members of Parliament.
