SPECIAL RESOLUTION ON THE ANGLOPHONE PROBLEM Considering that the anglophone problem is one of the crucial problems that touch on the unity of the Cameroon nation; Considering that this problems results from the marginalisation of Anglophone Provinces practiced by the successive governments in Yaounde following the suppression of the Federal form of the State; Considering the multiple complains by Anglophone organisations, be they political or civil, demanding the return to Federal form of State which will allow the Anglophone minority to develop while preserving their cultural identity; Considering that the SDF as a national Party preoccupied by the unity and harmonious development of the Cameroonian nation, has since decided to adopt Federalism as the form of State most ideal for Cameroon in order to satisfy the aspirations of the immense majority of the Cameroonian people and to ensure a just and equitable distribution of effort, sacrifice and the fruits of development; Considering that to this effect, the SDF has affirmed in all its public statements its proposal for a four State Federation and a Federal Capital Territory; Considering that faced with these proposals to return to a Federal form of State on linguistic lines as well as the propositions of the SDF, the CPDM Government has behaved like an arrogant, deaf and dumb Organisation; Considering that it is this attitude of disdain that has led to the frustration of Anglophone compatriots and pushed some to talk about secession as the solution to their problem; and that the CPDM Government has, true to itself, instead tried to recuperate this to blackmail the SDF; Considering that it is becoming more and more obvious that the CPDM Government manipulate the SCNC, an organisation that regroups most of the separatists, in order to diabolise the Anglophones and so avoid the examination of the proposals of the SDF in a responsible and patriotic manner; Considering that a patent proof of the manipulation is the gesticulation of the Government not only in the North West in April 1997 but also in the South West more recently; and the complacency with which it treats the SCNC leaders while at the same time locking up a political party leader like Mboua Massock for the flimsy reason that he wrote a letter to the striking students of the University of Douala. THE SOCIAL DEMOCRATIC FRONT (SDF): Reaffirms its proposal for a Federal Cameroon organised in FOUR States and a Federal Capital Territory and declares that the return to Federalism will not resolve only the Anglophone problem but will also resolve all the problems related to Local Government which is fundamental to the harmonious development of Cameroon; Declare that the SDF is ready to participate in all national forums dedicated to the discussion of this proposition; Invites all Cameroonians of good faith to note that the haughty attitude and repressive nature of the BIYA government in response to this problem is unpatriotic and anti-nationalist and can lead to the disintegration of the Cameroon Nation.
