The National Executive Committee (NEC) of the Social Democratic Front (SDF) meeting on the 9th, 10th and 11th of February, 1996 noted with dismay that most of the SDF Mayors recently elected at the head of Councils have not been able to assume office within the period prescribed by law. This is so because of dilatory manoeuvres orchestrated by the CPDM administration.
Besides Urban Councils, this concerns almost all the Councils of the South West Province and other cases like that of NKONGSAMBA RURAL COUNCIL where the CPDM government wants to impose a sharing of the executive posts in violation of the law.
In 1992, Mr. Biya pretended to organise democratic presidential elections. The SDF won the said elections but as Cameroonians and the World know, Mr. Biya stole our victory. This time around, the same Mr. Biya promised to organise FREE AND FAIR Council Elections. As soon as the SDF indicated its intention to take part in the elections, the Biya's sophisticated rigging machinery went into action before and during the exercise. This notwithstanding, the SDF won clean and clear in the areas where the party was allowed to compete. Mr. Biya and his agents like thieves stole our victory in some 18 Councils. Like in 1992, Mr. Biya has used brute force to suppress the aspirations of the people.
The National Executive Committee demands that all elected SDF Mayors assume office on the 15th February, 1996 at the latest, failing which the SDF shall be obliged to take its responsibilities in the highest interest of the people.
The Nation Executive Committee also points out that in accordance with Section 15 (1) and (2) of the Constitution of 2nd June, 1972, amended and promulgated on the 18th of January, 1996 the office of Government Delegate for Councils no longer exists and consequently calls on Mr. Biya to withdraw his Delegates from the Councils were they are still found.
