b>CONDITIONS ON NATIONAL ELECTIONS IN THE SDF
(Adopted by NEC during its meeting of June 2001)

1.GENERALITIES ON LEGIBILITY FOR ALL ELECTIONS

The applicant must:
1.Be a member of the SDF 2.Have militated in the party for at least one year.

a)For readmission into the party ,longevity runs from date of readmission. b)In the case of rehabilitation,longevity dates from the date of adhesion into the party .

3.The candidate must be up to date with his financial obligations to the Party.
4.The candidate must show proof of active participation in party activities. (Meetings,Rallies,Celebrations and other Manifestations at the base).
5.The candidate must be of good morality and also very popular.
6.The candidate must have a record of competence in positions held in the past.
7.The candidate must have the aptitude ,i.e.,the competence and disponibility to carry out the functions.
8.The candidate must have fulfilled the conditions spelt in the Cameroonian Constitution and in all laws on elections as non-conformity with these laws leads to disqualification.
9.The candidate must not belong to another political party.
10.The candidate must sign a declaration to respect the platform of the party on the election concerned.
11.There must be an attestation signed by the appropriate party officials at the base in an Executive meeting of the party structure to the exactitude of all the above and the attached documents.
12.Any party official who is a candidate must not sign any attestation or any other document to be presented by a candidate.
13.Any candidate who does not fulfill all of the above conditions is disqualified.
II. YOUTH/WOMEN QUOTA AND ACCOMPANYING MEASURES

1.For all list elections(Municipal/Legislative) the party officials at the base must respect the quota allocated to women and encourage the youths respecting the variegation of positioning of candidates on the lists.
2.The National Investiture Committee should make sure that the quota for women is respected and that youths are encouraged in accordance with the above criterion.
III. THE CONDUCT OF ALL PRIMARIES 1. Every candidate must fill the application form in the required number of copies in accordance with the election concerned.
2.Every candidate must take part in the primaries in the constituency where he is to present his candidature for the election.
3.A militant who wishes to contest primaries outside the constituency where he habitually militates must:

a)obtain an authorization from NEC to that effect.
b)Deposit a complete file at the base where he militates for the issue of the attestation as in article II above.
c)Deposit a copy of his complete file with NEC and another with the constituency where he is presenting himself for the election.
4.Before the arrival of the Supervisory Commission, the local officials of the party structures concerned, must publish at least one week in advance the list of candidates,the date,time and venue of the primaries.They must also prepare all files and materals for the election (ballot papers, ballot boxes, isolated voting areas,dust bins,chalk ,blackboard,etc).The Commission may change the venue of the election if the need arises.
5.All petitions must be handed to the Supervisory Commission by the petitioner(s) at least two hours before the time fixed for the commencement of the election.
6.The election report together with all files and documents must be forwarded to the National Investiture Committee immediately after the election.
IV. INVESTITURE

A.MUNICIPAL ELECTIONS Each electoral district shall correspond to a Sub-Division. However, where a Sub-Division has more than one Electoral District ,the distribution of Council seats shall be done equitably, taking into consideration the militant population of the area.

B.PARLIAMENTARY ELECTIONS An administrative division shall correspond to a constituency for the legislative elections subject to the carving out of constituencies by law and administrative texts.

V.SUPERVISORY COMMISSION

a)The members of the supervisory commission shall be non candidates for the election concerned.
b)Composition: The Commission shall be composed of nine members elected by the party structures concerned:

NEC- 3 members
Province- 2 members
Divisional Co-ordination- 2 members
District- 2 members
c)The quorum required for the commission to function is five members,two of whom must be NEC members.
d)The President and Rapporteur of the commission must be elected by NEC from amongst its three members.
Functions

The commission shall:

1.Receive the files of all the candidates
2.Supervise and coordinate the elections and proclaim the results
3.Receive and decide on all petitions.

VI.NATIONAL INVESTITURE COMMITEE

1.The National Investiture Committee for all elections shall be the National Advisory Council and the Secretary General by virtue of his office provided that none of its members who are candidates for a given election shall take part in its meetings.

2.The National Investiture Committee shall receive all files of primary elections organised by the supervisory commission and proceed to select the candidates to be presented by the party in each election.

3.The National Investiture Committee shall present a report of its work to NEC.

VII.REGISTRATION FEES

A.COUNCIL ELECTIONS

a)In addition to the registration fee to be paid into the Government Treasury, each candidate shall pay a participation fee of 20.000 frs for the Urban councils and 1.000 frs for the rural councils distributed out as follows:-

Rural councils
Ward -10%
Division
District -50%
Province -20%
NEC -20%

Urban Councils Ward -10%
Division
District -50%
Province -20%
NEC -20%

b)The share of a ward which has no candidate shall go to the District.

B. PARLIAMENTARY ELECTIONS

a)Each candidate shall pay a participation fee of one hundred thousand(100.000) francs at the primaries,to be distributed as follows:-

Ward -10%
District -20%
Division -10%
Province -10%
NEC -50%

b)The share of a Ward which has no candidate shall go to the District.

c)Each candidate retained to contest the parliamentary elections shall pay a further sum of two hundred thousand(200.000)francs. The alternate candidates are excluded from this additional contribution.This sum ,which is payable three days after the publication of lists of candidates, shall be distributed as follows:-

Ward District 40.000
Divisional
co-ordination 10.000
NEC and Registration 150.000
VIII.CAMPAIGN RULES

1.The Provisions of the Electoral Code and all texts governing the elections as well as the relevant provisios of the texts of the party shall apply mutatis mutandis to the conduct of candidates at campaigns.

2.Before the start of campaigns for primary elections, each Electoral district shall carve out all the wards into campaign zones, and all the candidates in each Electoral district shall campaign in each zone in a team.

3.Campaign speeches shall be limited to information about the person of the candidate, what he had already achieved in the party and what he will do if elected.

4.Insulting language, personal attacks and corruption are prohibited.
