A. Introduction
The advent of the 21st century, which is now only four years away, is an event which people all over the world are either looking forward to with fear or excitement. Fear is the emotion which is shared by that half of mankind which finds itself ill-prepared for this moment because they live in economic and social circumstances which make them believe that their future as well as that of their children is going to be worse than what it is now. It is this half that has suffered economic decline as a result of their failure to structure their societies in a manner which enables them to become efficient players in emerging global economy of the 21st century. These societies have lived beyond their means for too long and now find themselves trapped in a cycle of dependency. They are ill-equipped to survive in the competitive world of the 21st century. Some are doomed to disappear as sovereign states and shall be absorbed by more economically powerful nations.
The excitement is however felt by that half which has enjoyed great prosperity, particularly in the second half of the 20th century and which has laid the foundation for even greater progress in the 21st century. The common characteristic of this half of mankind is that it consists of societies which have succeeded in organizing themselves in such a way that they will be some of the key players in the global economy. These societies have laid the technological foundation for making their countries one of the nodes in the global network of industrial expansion and wealth generation. This half of mankind is excited about the coming of the 3rd millennium.
The world thus finds itself divided into two halves (the haves and the have-nots) which are separated by their present state of well being and their expectations of the future. The key ingredient which has enabled societies to improve on the well being of their members is governance, the manner in which the societies are structured and governed. Some of the key elements of governance which are known to have a decisive impact on the collective well-being of a people are: (1) the vision of their leaders and (2) the contractual relationship between the leadership and the masses who constitute the society. The productivity, and ultimately the survival of each society, depends on these two elements be ause the direction in which each society evolves, whether for the better or for the worse, depends on whether or not there is a relationship of trust between the people and their leaders.
As Cameroonians contemplate their future, it is very important for them to remember that:
- It is not preordained that all nations of the world shall develop and achieve the same level of economic well-being.
- The nations of the world are all endowed with some potential which can be exploited and developed for the benefit of their people, provided that the human resource potential is appropriately developed and used.
- Other nations which have no natural resources have gone on to achieve greatness because their human resources were developed and used.
- Some nations which are abundantly endowed with human and natural resources will perish and disappear as nations because their human resources are neither properly developed nor used.
Cameroon is one of the countries of the world where the people are inhabited by deep fear of the future. The 21st century is a dark dungeon into which they are afraid to enter because they are not sure that they have the wherewithal to survive in it as a people. But above all they are afraid of entering into it because they are not sure of their leaders and their capacity to provide guidance.
1997 shall be a decisive year in the history of Cameroon!
The year 1997 shall be a decisive year in which the Cameroonian people will have to make a choice of the leaders who shall lead them into the new world of the 21st century. Whether the next century will be the promised land or spell the end for the Cameroonian nation shall depend very much on how they shall decide in 1997.
The present memorandum is intended to outline to the Cameroonian people how the Social Democratic Front (SDF) party sees the future. It also spells out in as much detail as it is possible in a document of this nature what the party shall do in order to rescue the Cameroonian people from the certainty of strife, conflict and doom to which the present government has consigned them as a result of fourteen years of disastrous mismanagement.
