The head of a visiting team of Commonwealth of Nations experts for the establishment of a credible election management outfit in Cameroon, Joe Clark says an independent electoral commission is essential for a just and sane society.Joe Clark, a one time Prime Minister of Canada, made the remark to journalists following an audience granted him by Prime Minister, Chief Ephraim Inoni, June 22.
